Mudd, facing civil charge, steps down at Fortress (AP)

NEW YORK ? Former Fannie Mae CEO Daniel Mudd announced he would take a leave of absence from the hedge fund he runs Wednesday, less than a week after being charged in connection with the 2008 financial crisis.

Mudd is one of six former executives at Fannie, the Federal National Mortgage Association, and Freddie Mac, facing civil fraud charges from the Securities and Exchange Commission.

The executives are accused of understating the level of high-risk subprime mortgages that Fannie Freddie held just before the housing bubble burst.

Fannie and Freddie have cost taxpayers more than $150 billion to date ? the largest bailout of the financial crisis. Regulators say that tab could hit $259 billion.

The companies have since essentially become wards of the state.

Legal experts say they don't expect the executives to face criminal charges, however, the SEC took action amid widespread criticism that no one was being held accountable for a financial crisis that reached across the globe.

The SEC has agreed not to charge Fannie and Freddie. The companies, taken over in 2008, have agreed to cooperate in the case against the former executives.

Randal Nardone, principal and co-founder of the hedge fund, Fortress Investment Group, will serve as interim CEO in Mudd's absence.

"I have requested a leave of absence from my position as chief executive officer to ensure that any time or attention I need to focus on matters outside of Fortress will not affect the business or operations of the company," Mudd said.

Mudd, 53, was leading the mortgage giant in 2007 when it became clear that the housing market began to disintegrate.

Investigators say that executives at the Fannie and Freddie mislead the public, and investors, in congressional testimony, as well as in reports and speeches.

Fannie Make was established by the government in the 1930s to encourage homeownership by buying mortgages from banks. That freed cash for the banks so they could make new loans.

Stocks soar on Europe hopes, strong housing starts (AP)

NEW YORK ? Encouraging signs out of Europe and a surprisingly strong report on the U.S. housing market drove the Dow Jones industrial average up more than 300 points Tuesday. It was the best day for stocks this month.

The Spanish government pulled off a successful debt auction and gauges of business and consumer confidence in Germany rose unexpectedly. Both helped ease worries about Europe's debt crisis. The dollar fell against the euro and U.S. government bond prices dropped as traders shifted money out of the safest assets.

Borrowing costs for the Spanish government plunged at an auction of short-term debt, a sign that bond buyers are more confident in the country's ability to pay them back.

"Spain has plenty of problems, large debts and budget deficits," said Sam Stovall, chief equity strategist at S&P Capital IQ. "So when we see debt auctions go much better than expected it's very encouraging."

Spain's government raised euro5.6 billion ($7.3 billion), much more than its goal of euro4.5 billion. Investors demanded an interest rate of only 1.74 percent to lend to Spain for three months, a steep fall from the 5.1 percent at an auction in November.

The Dow gained 337.32 points, or 2.9 percent to close at 12,103.58. It lost 100 points the day before.

Europe's major stock markets also climbed. Germany's DAX soared 3.1 percent. France's CAC-40 jumped 2.7 percent.

The gains held on Tuesday afternoon even after the U.S. House of Representatives rejected a plan to extend a cut in Social Security taxes. Unemployment benefits for 2 million people are also at risk.

A Federal Reserve proposal for stricter rules on larger banks didn't knock down JPMorgan Chase, Citigroup and other big bank stocks. JPMorgan Chase & Co. gained 4.9 percent. Citigroup added 4.6 percent.

The Standard & Poor's 500 index gained 35.95 points, or 3 percent, to 1,241.30. Only six stocks in the index fell. The Nasdaq composite index rose 80.59, or 3.2 percent, to 2,603.73.

Analysts cautioned that recent big rallies in the stock market have been quick to fade as traders seize the chance to sell stocks and lock in gains. "If you're selling into rallies, it means people want out," said Quincy Krosby, Prudential Financial's market strategist. "They don't believe it's sustainable."

Take the Dow's 490-point jump Nov. 30 after major central banks made a coordinated move to prop up European lenders by freeing up cash. The one-day rally brought the Dow to 12,045, but that gain had evaporated by last week.

The Commerce Department said Tuesday that builders broke ground on 685,000 new homes last month, a 9.3 percent jump from October. That's the highest level since April 2010. Building permits, a gauge of future construction, increased 5.7 percent, spurred by a jump in apartment permits. Stovall said the surge in housing construction was another piece of evidence that the U.S. will avoid slipping into another recession soon. "It's great news," he said.

The report drove housing stocks higher. PulteGroup Inc. jumped 10 percent. D.R. Horton Inc. rose 5.7 percent.

In other corporate news,

? General Mills Inc. dropped 1 percent after reporting that its quarterly profit sank 28 percent. The maker of Cheerios and Yoplait yogurt blamed higher costs for ingredients and packaging for pinching profit margins.

? AT&T Inc. rose 1.3 percent after the company abandoned its bid late Monday to acquire the wireless provider T-Mobile USA. Sprint Nextel Corp. gained 5 percent. Sprint, the No. 3 wireless carrier, had opposed the deal.

? Red Hat Inc. plunged 8.9 percent after the software company forecast revenue that was short of what analysts were expecting. Red Hat provides support to business users for the freely distributed Linux operating system.

? Oracle Corp. dropped 8 percent in extended trading after the business software giant's quarterly earnings and sales missed analysts' estimates.

Snoop, Khalifa look to be next Cheech and Chong (AP)

ATLANTA ? Snoop Dogg remembered watching all of the Cheech and Chong movies growing up, idolizing the pothead tandem's ability to always escape from danger in their comedy films.

Wiz Khalifa revered Snoop Dogg for his weed-smoking, ultra-smooth West Coast swagger shown extensively throughout his rap career.

One is the mentor, the other is the protege. Since the two rappers met for the first time last year, they've built a strong rapport with each other and have united to create their own album, "Mac & Devin Go to High School," which was released this week.

The album is the soundtrack of the rappers' upcoming stoner comedy, "Mac & Devin Go to High School," which is expected to be released early next year. The duo feels they are capable of following the footsteps of Cheech and Chong, who gained fame through their marijuana humor.

"They smoked joints, they were funny, they were cool and they would get into real situations," Snoop Dogg said. "To me, that's what me and Wiz represent. A lot of kids growing up don't understand who Cheech and Chong are. So we're the modern-day image of them. We're bringing it back."

Snoop Dogg and Khalifa have embodied the fun-filled, carefree life, with a devotion to smoking marijuana. Their easygoing demeanor is displayed on the duo's single, "Young, Wild & Free," featuring Bruno Mars, which peaked at No. 10 on Billboard's Hot 100 chart.

The rappers are latest popular hip-hop characters to create an album and movie revolved around their pothead excursions. Rapper Redman and Method Man appeared in the 2001 film, "How High."

But Khalifa said he and Snoop Dogg are ""trying to create our own lane.

"There have been others to pave the way for us, so we're just trying to keep it going, and tell our own stories," added Khalifa, who finished a six-city tour with Snoop Dogg this week.

Some believe the rappers are having too much fun with their storytelling. In May, there were reports that school officials canceled the filming of "High School" at Mira Costa High School in Manhattan Beach, Calif., after learning the theme of the movie was centered around marijuana, which is an illegal substance.

When contacted by The Associated Press, school officials declined to comment.

But Snoop Dogg and Khalifa ? who both stand at a lanky 6-foot-4 ? coolly denied there were any problems.

"We heard about it, but it didn't mean much to us," Snoop Dogg said. "We got done what we needed to get done. It was shot and promptly prepared."

Snoop Dogg, 40, took a liking to the 24-year-old Khalifa after he noticed his kids' infatuation with the Pittsburgh-bred rapper's ubiquitous 2010 hit "Black and Yellow." From there, Snoop Dogg invited Khalifa to his home in Los Angeles.

"We have built a bond and a friendship that's going to last a lifetime," Khalifa said. "People will hear it in the music, and see it in the movie."

After a conversation that lasted a few hours, the two rappers decided that same day to collaborate for an album and movie. They didn't waste time, filming the movie and recording the album within a two-month timeframe.

In "High School," Khalifa stars as a senior valedictorian named Devin who is only focused on his academics. He breaks out of his shell after meeting Snoop Dogg's character, Mac, a teenage student (yes, he is playing a teen) who has street smarts but struggles to apply them in the classroom.

Snoop Dogg described his partnership with Khalifa as "a magical situation."

"I've been around magic a lot of times from being with Dr. Dre, Tupac, Master P. and Nate Dogg. What me and Wiz had was a magical moment right there."

Inquiry: Thousands abused in Catholic institutions

(AP) ? Thousands of children suffered sexual abuse in Dutch Catholic institutions, and church officials failed to adequately address the abuse or help the victims, according to a long-awaited investigation released Friday.

The report by the an independent commission said Catholic officials failed to tackle the widespread abuse "to prevent scandals."

Based on a survey among more than 34,000 people, the commission estimated that one in 10 Dutch children suffered some form of abuse. The number doubled to 20 percent of children who spent some of their youth in a Catholic institution.

The commission said it received some 1,800 complaints of abuse at Catholic schools, seminaries and orphanages and that the institutions suffered from "a failure of oversight."

The commission was set up last year under the leadership of former government minister Wim Deetman to investigate allegations of abuse dating from 1945.

The investigation followed allegations of repeated incidents of abuse at one cloister that quickly spread to claims from Catholic institutions across the country, echoing similar scandals around the world.

The Dutch branch of the Catholic church agreed last month to launch a compensation system that clears the way for victims of abuse by priests and other church workers to receive payments.

The new compensation system has a scale starting at ?5,000 ($6,500) and rising to a maximum of ?100,000 ($130,000) depending on the nature of the abuse.

According to the Dutch Central Bureau for Statistics, 29 percent of the Dutch population of 16 million identified themselves as Catholics in 2008, making it the largest religion in the country.

First Gulf of Mexico oil & gas lease sale since oil spill generates millions

NEW ORLEANS -- For the first time since the BP oil spill, the federal government held a Gulf of Mexico oil and gas lease auction in New Orleans on Wednesday. It came on the same day as an announcement on the first phase of oil spill restoration projects.

At P&J Oyster Company in the French Quarter, Interior Secretary Ken Salazar learned the fine art of shucking oysters, just minutes after announcing a major oyster restoration project for Louisiana.

"We need to make sure that we move forward with the restoration of the Gulf of Mexico in a way that supports the oyster industry and its future," Salazar said.

It is an industry spanning five generations of Al Sunseri's family at P&J. A year and half later, the oil spill is still a part of their lives.

"We're a week before Christmas now and this place would normally be filled with people, lots of noise, processing oysters. It's not been the same," Sunseri said.

Change could be on the horizon, though. Louisiana is now one of the four Gulf states slated for early coastal restoration projects, pending public comment.

Two Louisiana projects take up about half of the initial $57 million. The first is a $13 million plan to restore the 555 acres of marsh in Lake Hermitage, on the west bank of the Mississippi River in Plaquemines Parish.

The second project calls for nearly $15 million to plant oyster cultch in five southeast Louisiana parishes: Plaquemines, St. Bernard, Jefferson, Lafourche and Terrebonne.

"An oyster takes two, three years to grow to marketable size, so it's appropriate that this is the first thing that we're doing, the first project we're doing," said Garret Graves of the state's Coastal Restoration and Protection Authority.

At the same time the restoration projects were unveiled, Salazar announced the results of a major oil and gas lease sale in the Gulf of Mexico -- the first since the oil spill.

The total for all of the winning bids: $337 million.

During a news conference, Salazar addressed critics of the Obama administration's handling of the oil and gas industry.

"We have lived through what was one of the most significant national crises that we have faced in the last century," Salazar said. "We have stood the oil and gas industry back up here in the Gulf of Mexico. The Gulf is back to work."

Also on Wednesday, the National Academy of Engineering and National Research Council released an independent report, which focused on the lessons learned from the oil spill. The report made multiple recommendations, including calling for a redesign of blowout preventers.

Unemployment Extension Fight Heating Up -- Again (ContributorNetwork)

COMMENTARY | The unemployment extension reauthorization battle is heating up again. Again, Congress seems to be waiting until the last minute to pass much needed legislation that will ensure that benefits continue to be made available to millions of Americans currently jobless, victims of a sluggish economy and a stagnant jobs market. Again, Congress seems to be setting up battle lines with Democrats pressing for passage of the extensions and Republicans only willing to allow passage if they get some sort of concession for their cooperation. And again, according to OpenCongress.org, there are over two million of the long-term unemployed, those individuals that unemployment extensions are designed to assist, set to watch their benefits expire by mid-February if some form of reauthorization is not hammered out.

Feel like it's deju vu all over again? It is, just a year removed. Only the particulars have changed. The goals of both parties remain the same. Democrats want the unemployment extensions to advance their political agenda. Republicans want some kind of concession to advance their political agenda.

Last year, Republicans held out past the expiration date for extension benefits in early December. Wanting offsets to the extension proposal (not an unreasonable demand) in order for benefits to be paid for, Republicans were also adamant that allowing the Bush tax cuts to expire for America's wealthiest would not be the method of payment (which was unreasonable). In the end, as most knew would happen, the unemployment extension package passed with a 13-month extension (through to the end of 2011), while Democrats allowed the Bush tax cuts to extend for another two years.

Since most things that get done in Washington occur because of leverage, it would appear that Democrats had lost a crucial bargaining tool to offset the unemployment extension reauthorization. But the takeover of Congress by an intractable group of Tea Party Republicans after the 2010 midterm elections forced congressional gridlock in budgetary matters throughout the year and a debt ceiling deal at the end of July resulted in a radical spending cut plan to social programs and the defense budget to be triggered if a bipartisan "super committee" could not agree on $1.2 trillion in cuts.

They could not. They announced last week that they were unable to reach agreement.

So with the Democrats regaining some leverage (defense spending favored by Republicans), Congress is now setting up battle lines as the unemployment extension deadline nears. House Majority Leader Eric Cantor (R-Va.) has been attempting to put together a package, according to Politico, that allows for the reauthorization of benefits for a year while at the same time targeting and alleviating defense spending cuts, something the more hawkish Republicans can get behind.

Legislators will eventually pass something. Benefits will be reauthorized. The opposing sides just have to play a little partisan politics and blame each other for obstruction for a few weeks.

"Twilight" film shines again with 3rd box office win (omg!)

LOS ANGELES (Reuters) - The newest "Twilight" vampire movie ruled the domestic box office for a third time with $16.9 million in ticket sales over one of the slowest movie-going weekends of the year, studio estimates released on Sunday showed.

"The Twilight Saga: Breaking Dawn: Part 1" from independent studio Summit Entertainment beat a pack of family films at U.S. and Canadian theaters. The fourth and second-to-last film in one of Hollywood's most lucrative franchises added $40.2 million at international locations.

After three weekends in theaters, "Breaking Dawn" has soaked up $588.3 million in global ticket sales.

The "Twilight" movies are based on best-selling novels by Stephenie Meyer about a human-vampire-werewolf love triangle.

The third domestic win in a row for "Breaking Dawn" came during the post-Thanksgiving weekend, typically one of the bleakest of the year at movie theaters following big releases a week earlier.

This year, total U.S. and Canadian ticket sales rang up at an estimated $82 million for the weekend, making it the year's second slowest, according to Hollywood.com Box Office. Overall sales only slightly edged the $81.5 million take from the September 9 weekend that followed Labor Day.

With no new films released nationwide, sales also slumped 4.8 percent below the same weekend last year.

After "Breaking Dawn," the rest of the weekend's top five belonged to family fare.

Disney's "The Muppets" starring Jason Segel and Amy Adams alongside Kermit, Miss Piggy and their puppet friends, rang up $11.2 million at North American (U.S. and Canadian) theaters. The movie represents a comeback for the Muppet characters, last seen in movie theaters in 1999. Worldwide sales for the new film have reached $60.1 million through Sunday.

"Hugo," a 3D family movie about an orphaned boy who lives in a 1930s Paris train station, moved up to third place from its fifth place finish last weekend after expanding to more theaters. The film pulled in $7.6 million domestically, bringing its total after two weekends to $25.2 million.

Animated 3D movie "Arthur Christmas," which explains how Santa delivers presents around the world in one night, pulled in $7.4 million domestically to finish in fourth place. To date, the movie has brought in $70.6 million worldwide.

In fifth place, dancing penguin sequel "Happy Feet Two" earned $6.0 million at domestic theaters. Total global sales reached $85.8 million after three weekends of release.

VW Chattanooga plant gets green award (Reuters)

(Reuters) ? Volkswagen AG's new assembly plant in Chattanooga, Tennessee, is the first auto plant to receive the top environmental award from the U.S. Green Building Council, the company said on Thursday.

Frank Fischer, chief executive and chairman of Volkswagen Chattanooga, said that being green saves VW money on energy and water costs.

The plant's paint shop alone will save 50 million gallons of water over 10 years, VW said.

The plant makes the Passat sedan. VW reported November U.S. sales of about 6,000 of the cars, up from only about 300 a year earlier. The new Passat took the place of a sedan imported from Germany.

Volkswagen's November U.S. sales rose 41 percent to about 28,400 vehicles. VW was ninth among automakers in U.S. sales through October, up from 10th in 2010.

The Chattanooga plant uses power from a local hydroelectric dam, and insulation of its walls will save 720,000 kilowatts per year on power, VW said.

The U.S. Green Building Council awarded the plant its highest rating, a LEED (Leadership in Energy and Environmental Design) green building certification.

The German automaker's only U.S. auto plant opened a half year ago on reclaimed land that was once a U.S. Army munitions depot and factory. Much of the land on which the plant is located was maintained in its natural state, including creeks that run through it.

McCready talks to police; must return son Thursday (AP)

TAMPA, Fla. ? Country singer Mindy McCready, who had been reported missing, spoke with Florida authorities Wednesday and is aware of a court order to return her 5-year-old son by Thursday afternoon, police said.

Cape Coral Police Lt. Tony Sizemore said McCready and her son are not in the Lee County, Fla., area, and that she is "currently outside of the terms of her family court stipulation." She knows that she is supposed to bring her son back to Lee County by 5 p.m. Thursday, he said. McCready, who has had drug and alcohol problems, lost custody of her son in 2007 after a fight with her mother and resisting arrest.

"The million dollar question is whether she will comply," said Sizemore.

The state Department of Children and Families said a missing person report was filed with Cape Coral police Tuesday night after McCready took her son Zander from her father's home.

McCready's mother has custody of Zandler and the singer was allowed to visit the boy at her father's home, according to a department spokesman. On Tuesday, DCF discovered that McCready and the boy were not at her father's home.

DCF spokesman Terry Field told The Associated Press the agency asked a Lee County judge for an emergency pickup order, and the judge ruled McCready must return the boy voluntarily by 5 p.m. Thursday or risk an arrest warrant.

Meanwhile, McCready said on Facebook that she is not missing.

"I have been fighting the Florida court system to protect my son, and bring him home," she posted, adding that she spoke with Cape Coral Police via Skype ? something that the agency confirmed.

The singer's brother, Josh McCready, told The Associated Press in a private Facebook message that his sister was "fine."

"Mindy is fine and so is Zander. There is nothing to worry about," he wrote.

Kat Atwood, McCready's publicist, issued a statement Wednesday saying McCready and her son are "safe, healthy and comfortable," and denies that she has done anything wrong. The statement says McCready has been awaiting a court order on whether she would be awarded custody of her son.

"No Amber Alert has been issued; this is not a missing child case," Atwood said in the statement.

According to Aimee McLaughlin of the Childrens Network of Southwest Florida, a case manager filed a missing person report with the Cape Coral Police on Tuesday. The DCF spokesman said Children's Network of Southwest Florida is the Community-Based Care agency for the area.

Since topping the country charts in the mid-1990s with her music, the troubled 36-year-old singer's life has been filled with domestic abuse, drug and DUI arrests and a suicide attempt. In August, she filed a libel suit in Palm Beach County against her own mother and the National Enquirer's parent company, American Media Inc., over a story published in the tabloid newspaper that quoted her mother.

In 2010, she spoke with The Associated Press about her life.

"It is a giant whirlwind of chaos all the time," she said. "I call my life a beautiful mess and organized chaos. It's just always been like that. My entire life, things have been attracted to me and vice versa that turn into chaotic nightmares or I create the chaos myself. I think that's really the life of a celebrity, of a big, huge, giant personality."

In July 2007, she was accused of scuffling with her mother and resisting arrest at her mother's home in Florida. She was sentenced to jail for 60 days for a probation violation and released; she served 30 days in jail. She also lost custody of her son.

And in 2008, McCready was admitted to a Nashville hospital after police said she cut her wrists and took several pills in a suicide attempt.

During the TV show "Celebrity Rehab 3" in 2010 McCready came off as a sympathetic figure, and host Dr. Drew Pinsky called her an angel in the season finale.

On the show she said she suffered from love addiction, not substance abuse. In one of the show's scarier moments, McCready suffered a seizure and was rushed to a hospital where scans showed brain damage.

Also in 2010, police went to McCready's mother's home for a report of an overdose, and McCready was taken to a Florida hospital. However, neither the hospital nor McCready's publicist would say why McCready was hospitalized.

Cape Coral is on Florida's Gulf coast, about 120 miles northwest of Miami.

McCready also fought the release of a tape in which she reportedly talked about former Boston Red Sox and New York Yankees pitcher Roger Clemens, with whom she had an affair as a teenager.

A call to a lawyer representing McCready in the custody case was not immediately returned.
